Strange bottle!!

Has anyone ever seen one like this before?? Blown up to the groove on the neck then tooled! Is it a whiskey! Been diggin bout 11 yrs and this is the first one Ive ever seen!!!! Any info would be greatly appreciated! Thanks! GENNO
