Here is a bottle with a measuring lip(?) inside. Not a good picture. Looks like you might have had to tip bottle up to fill measuring lip and then that was a dose of whatever was in it. I tried to make the picture larger. I know poor picture and poorer description. Is there anything else I can tell you that would give you guys a clue?

Looks like Scrip ink bottle to me too. The way it worked, make sure the bottle is tightly closed, then tip it so the well fills. The well made it easier to fill fountain pens or even use dip pens without dunking the whole thing in the ink bottle, especially when the bottle was not full. They are very common,

I remember using those ink bottles when I was a kid in elementry school , back in the early sixties . We wern't allowed to use ballpoint pens in school . I haven't checked but they might still be selling ink in those kind of bottles . [;)]
