Thanks Rick, The CONGRESS & EMPIRE has a top lipped C. It also has a neat vent ring on the bottom assembly and the mold lines come into the vent ring. Vent ring bottoms usually had three or four vertical flats filed around them to let the trapped air out during the final blow. Both bottoms have similar makers marks on them. That is unique.
The older one is the block C without the lip and it has a neat nearly sloppy lower angular tooled finish on it.
Thanks for the pictures. Those three views are really necessary to cover most old bottles.
