My guess is that it went to a smelling salts or perfume bottle. Looks similar to those emerald green crown stoppers.

I’m not an expert by any means but I thought that the old perfume bottles had longer and skinnier stoppers. My uneducated guess is that it might be a stopper for a larger decanter. Liquor? Dining table set?
