Strange scissor-like thing

I found a bag full of old barber and manicure scissors at a local thrift store. This was in with the bunch, any idea what it is? It's about 4 inches long, Wood handled, the blades are not sharp, the bottom one has a groove down the center for the upper one to rest in, no makers mark, appears to be nickel plated steel. The other scissors that were in with it dated back from as old as the early 1870's to the TOC era, so I'm guessing it's from that era. any help would be appreciated!

The hub says he thinks it is to crimp the hair away from around the mouth on your mustache.
