Toy? What is this?

Long story short, part of the soil around my house is from a trash dump from the 60s. When digging a new ditch, we found a load of things, mostly glass pieces. After rainstorms, more stuff from the dirt piles comes to the surface. Found this today. It is diecast, with flakes of red paint and some sort of spring inside. It was originally riveted onto something. It is super corroded and very delicate(I already broke a couple small pieces off, it was shaped like a teardrop from what I could tell). I'm thinking the top to a toy submarine, but I would love y'all's opinion. It says made in usa on the side, and was attached to something round going by how the body is curved. Thanks!
