That anchor looks like it was cut out of a piece of thick steel plate...makes me wonder if it might have been intended to be decorative. It doesn't look particularly practical.

Agreed. It had more modern looking rope secured to it, so someone may have needed an anchor and decided it would do in a pinch. In any event, it will live on as a decorative memento of a particularly pleasant day of river diving.
