Any Idea what this is? Insulator???

I got this ironstone type item this summer and I don’t know what it is. It stands about 3" tall and is embossed: pat jan, 30-12 (?)The 12 might be a 13 or an 18.

RE-USE PROHIBITTED WDG TRADE MARK


I think this is some type of insulator but that is just a guess. Kind of looks like a hose nozzle but don’t know how it would work. The center piece does not move but looks like it might have at one time.

It is a nozzle of some sort for whiskey bottles. I think it allowed a measured amount of liquid to come out at one time. We dug a pit here in B-more that had about a hundred broken whiskey bottles in it and the same thing in your pictures was attached to about 25 of the bottles.....Greg
