Your oval thing looks like a "Silent Butler", used to sweep crumbs and ashes into from a table top.
Google the term and you'll see several varieties. They come in many different shapes and sizes, and are made of many different materials.

A guy from Finland found it posted on a Polish Website, and couldn't really understand much that the translator spit out, but, bottom line, Spanish Navy button, date unknown.

The 1880 Census for Williamstown, Dauphin Co. PA shows a Cyrus Donnelly, age 21, occupation: laborer in mine, living in the household of his father William.
There were 4 other Cyrus Donley (various spellings) 3 in Lebanon Co. and 1 in Allegheny Co.
Cyrus Donley, b.c1859 is still living...
