Bought this bottle off of Ebay. Was wondering why this bottle had two states marked. I googled the town and it was no where near the state line. Any info on this bottle would be appreciated.

Waynesburg Pa is about ten miles from the West Virginia state line both to the west and to the south. It is located in that corner of Pennsylvania which fits into the 90 degree corner of West Virginia. I'd say the proximity and the lack of any other towns between the town and the state line is part of the reason for the embossing. It is also possible that their franchise area also extended into West Virginia. They may have even had a branch plant somewhere in WV. Who knows really?
