Brass Bowl or pan possibly late 1700's early 1800's?

This item was found on the Gulf Coast in an area inhabited by French, English, Spanish and Native Americans in Colonial times. Any information on what this might be and how old it is?

O.K.,I'll bite.I believe it was clad in leather once and hung down attached to the side of a stirrup on a saddle or a shin gaurd the rider wore above his boot.My best guess.
