I found a similar bottle once, mine was more bell shaped, but just like yours it had the enameled flowers,but lime green in color...turned out to be an atomizer. Nice find.

dug it in a TOC privy with several bimal couraud's oriental cream and local sodas. Around the top is ground so that sounds right

Tony14 is on the right track. It’s a miniature oil lamp base. How tall is it? Like 3-4 inches or so?
