Fire Grenade, Decanter, or Bottle?

This is a piece I passed up today. It stands about 7" tall. It's advertised as a bottle, however the inside of the neck is ground so I was thinking decanter. It's a tad small for a decanter in my opinion. When I started researching I noticed the strong resemblance to fire grenades. It definitely has some age. That is an odd piece , wish I could identify it for you , doesn't put me in the mind of a fire grenade though . Hopefully someone will chime in with some helpful information .

I would say a Sample Whiskey or a Decanter of sorts. How many stars are around the base of the neck? Do the seams go through or stop half way up the lip?

There are 7 stars. I'm not sure about the seam, however I don't remember seeing seams on the lip.
