Looks like an ink....has COSTAR on bottom

Very crude bottle that looks like an ink of some kind to me. Need some help in identifying it.
It is 2-3/4 inches high, cylindrical in shape, and has a 2" diameter base.
Is aqua and very crude. It has embossed on the bottom COSTAR. Please see photo and let me know if you can ID it.
