NAVY DECANTER BOTTLE?

Can anyone please tell me what this was originally? about how old is it and did it hold alcohol or sake at one time or another. I can see JAPAN on the bottom Plus it plays the musical tune "HOW DRY I AM" When you pick it up to poor. Any info would be great as a friend of mine asked me and i said i know where to get the answers!

Irving Berlin wrote the modern song in 1919. This bottle looks Sixties or Seventies to me, but what the heck do I know about musical bottles.
