You can find some info on Roussel here: (Looks like it's pre 1849).

[align=left]Specifically: Eugene Roussel also operated a small[/align][align=left]perfumery on Chestnut Street in[/align][align=left]Philadelphia in 1842. He sold many[/align][align=left]products including, odontine†hand and[/align][align=left]shaving cream, soap as well as beef marrow.[/align][align=left]He was best known for his “Genuine Bear’s[/align][align=left]Oil†products and having a large stuffed[/align][align=left]bear in his shop window . He eventually[/align][align=left]sold the perfume shop in 1849 to Xavier[/align][align=left]Bazin, who headed up the perfumery part[/align]of his business, so that he could concentrate
