Looks like a cruet bottle, maybe for vinegar, but I'm no good at guessing exactly what food was inside... The base part is shaped unusually, but it still strikes me as part of a cruet set.

First of all it's "CASTER" and secondly a cruet is a caster, so you're correct if you use cruet set...[]
