Jamie, it's a clear bottle, the color comes from something nearby, not sure what. I agree with you about the time period, it has to be in that era pretty much due to when flight was discovered and then prohibition.

It looks like it has "Federal law prohibits sale or re-use of this bottle" embossed on it. This dates it after prohibition ended (1933). Someone else can probably provide a closer dating period of this embossing hopefully.
That's an unusual object for sure. The wire hoop obviously slides up to hold the ball somewhat in the hole. The only thing I can think of would be to grip something like leather or canvas so it could be stretched without putting a hole in it or leaving marks. There has to be some reason to...

J Gahm & Sons was an authorized Schlitz distributor. The bottle most likely had a Schlitz label on it at one time. There are versions that are embossed J Gahm & Sons on one side and Jos. Schlitz on the other. As Blobbottlebob metioned they came in some nice colors.
