Are you sure it's cobalt? looks like it could be a real deep sun colored amethyst... At any rate, my guess is Whitney Glass Works base embossing, probably on a Mason Jar of 1872.

WHITNEY GLASS WORKS one the base, might actually be it. Doesn't fit the partial embossing exactly, but their coiuld be another number tossed in there or something that doesn't show on the ones in the Red Book.

It's definately cobalt. IT is the exact color of a "SWIFT SYPHILITIC SPECIFIC" or COOKS LIFE something a big early medicine.

The circumference curve lines up with a quart fruit jar, but not a whiskey.
