I just picked up this flask at a local auction, not familiar with this type and was wandering if I got an old flask or repo. Any info would be appreciated.

It looks a bit unreal to me Chris. Does the base wear meet the actual bottom? It looks like it was emery clothed and a little up the sides too.
Just a guess.

Looks like the base was ground flat so it would stand up properly.. what's up with the "icicles" inside the lip??

The base looks ground to me, I'm not sure if it was to deceive someone or was it done to allow it to lay completely flat.

I'm going with MTD (meant to deceive) and not well done either. The lip looks wrong also.
That's my opinion and also my final answer.
