Hi Steve. A couple of giveaway points for me with this one are, firstly, the way that the lines spread with the neck, as the neck gets wider lower down, and secondly an Occam's Razor type thing: why would the makers use an additional tool on the neck (and one that isn't referred to in any of the contemporary 18th / early 19th century writing / illustrations on glassmaking) when the existing / known methods and tools were enough for the job?
