PLEASE HELP ME ID THIS BOTTLE!

Bottle dug up on the coast of Oregon has, deep pontil base, free blown and applied ring around top. Also, glass has deteration on its surface. Bottle stands about 8 inches tall. Any help would be greatly appreciated.
