Could be NH, could be CT. These were made at a variety of places. Could be bluing, could be ink. I see these most commonly with ink labels, but they were used for med, ink, bluing,... all sorts of stuff.
The pontil chip will hurt value for some (personally I consider it a manufacturing mark and therefore not damage, but others see it otherwise). It's a $50 to $75 bottle, more or less, with the pontil chip assuming no other damage.
