Those are a fairly common perfume. They are an example of a late 19th century bottle made with foreign techniques that were a bit outdated.
They are not pontil marked. They do have fire polished lips. The rough bottom is probably just from junk on the annealing shelf.

Agreed they are a very common bottle. I have dug quite a few post pontilled examples and have seen seen some of these "lighter" pontil marks. I am not certain if they are actually pontil scars but have always considered them so. They remind me of the pontils found on tumblers and shotglasses.I cannot see much in your pic Dan but would call Cobaltmoon's example pontilled.
