Snake oil bottle information request

Can one of you fine fellow followers of bottledom tell me about the lip on this bottle? My guess is that it would be a pouring spout, my second guess is that it is a manufacturers glitch. Third guess ... I ain't got one.

WIL...welcome to the Forum.
Looks like a manufacturing defect ta me...possibly not enough glass to finish forming the lip...
