Dean your decanter first struct me as either Three piece mold or French after seeing "Dispose". Goolge on Dispose is valuable French items is you will ckick on this google and see.

On the one label it says nebulizer, which I beleive
would be medical. People with lung problems use
Nebulizer's, but the modern ones don't look like that.
