A Double-sided salt-shaker?? I'm stumped....

My strange find from Friday. What is this? It reminds me of salt shakers I find, but it has a screws on top and bottom. The bottom is closed. Maybe they screwed a base on it?

I'm posting some closeups of the lettering and what I think it says as well.
