Brown bottle w/ weird finish/residue

My mother handed over her bottle collection to me tonight, and this was in the bunch. It has a strange irridescent sheen to it. Is this just a result of being in the elements for so long? And what could it have been used for? There is some writing on the bottom, but I can't make it out.

Bon soir, Gabrielle,

It's referred to as "sick" glass in the hobby. Most often found in dug bottles. I believe some river finds can be oxidized as well.

A lot of people don't care for it. Me, I celebrate some serious psykness.
