Cool thing but what was it for?

Here's what looks to me like a utility key or something, any idea what it was for?

Yes, My Dad was a plumber and I ended up with a lot of his tools. He must have had over a dozen of these similar tools. They were qrenches for turning valve handles. They had up to 30 inch bar lengths for valves that were down in the ground with an access pipe. Neat tool. RED Matthews
