That Chicken Cock decanter is amazing! I just became their new National Brand Ambassador and if you’re interested in parting with that, please let me know!silktoys ~
I did some additional research and it appears I may have guessed right on your bottle having an enameled label. The picture and text below are examples of enameled bottles from the 1800s. The only thing I wasn't able to narrow down was whether these particular types of labels were fired baked in a kiln or air dried. I found references that said it was done both ways. I also discovered that most types of enamel have a metalic base and came in both a powder as well as a liquid, and were typically applied by way of a stencil.
You might be able to find an original measuring cap for it if you look around a bit. If I come across one I will let you know.

Bar Bottles or Decanters: Antique bottles in fancy shapes, or featuring facets of cut glass and with colored enamel or gold wording are one type of bottle we seek. An enameled example may feature a color image such as clasped hands (Union Rye), a rooster (Chicken Cock Bourbon), a horseman (Pedigree or Old Rosebud), a cannon (Old Continental), or an Inspector holding a bottle (Sunny Brook).
