Pontiled Figural Pepper. Bottle?

I was wondering if anyone had any information on this piece of glass. It measures a little under 12 inches long and is in the shape of a pepper. It’s made of aqua glass and has gold paint around the stem. The green paint has grains of sand mixed in with it which gives it a coarse texture. At the tip of the pepper, there’s an open pontil. It’s literally open too, there’s a hold in the centre which leads in to the pepper. I don’t think this is a bottle but any information I can get would help.
