Definately not a hatpin holder, I have a collection of those. The ash tray smoke thing sounds right. I'll bet it is German, I've dug a couple of freaky bisque things like that that turned out to be German, for what it's worth.

Thanks for posting them Redbeard, do any of them have the number of holes the OP's has? The one bald one on the top row in your first pic is similar but I don't see multiple holes on the top like the oriignal one posted...
