U. S. Treasury ink

I was on a house call a few weeks back, and there was an ink in the lot, embossed U. S. Treasury, it was damaged (cracked) and did not take it, but it has stuck in my mind.
What can you tell me about it?
It was clear or aqua in color.

Thanks to all for the tips, sorry to be tardy with the reply, it is my busy season, and a 7 day week, from 7 to 7, does not leave much time for my Forum buddies.
Yes, it looked like the pics in the link, so my guess was right, not much, and less with a crack.
