I agree with the incense burner idea. I wanted to see if I could find anything that comes close. Here is a silver one with a similar design. Also in the listing for this incense burner it does state the base is missing[;)]

Incense burner. The loop at the front was used to hold the stick in place over the lamp so the ash would fall inside and stop the incense from burning when it reached the end. Maybe from the 60's or 70's. -Dan
