vinegar cruet ?

hi everyone, i'm not really sure of the age of this, the seam does not go all the way to the top. it seems to have whittle marks. it's 5" tall, 4" across base. the bottom has ciecular swirl marks. any help would be greatley appreciated with dating this. thanks for looking, rhona
