Oh. The thing that fills with air is called a BCD (buoyancy control device). It is one of the core pieces of gear. You use it as a lifejacket at the surface and to stabilize yourself underwater. Basically, you need weights to sink (hence the weight belt). However, once you sink, you may want to hover off of the reef or the bottom. Because you are so heavy with the weights, you can add a little air to your bcd to become neutrally bouyant.
